CALL FOR BIDS
Emulsified Liquid Asphalt
Notice is hereby given that the Board of County Commissioners of Flathead County, Montana, will receive sealed bids for the supply of emulsified liquid asphalt for the 2026 asphalt season.
Estimated Usage
- Emulsified Asphalt (CRS-2P): 900 tons
These figures are estimates only and are provided for bidding purposes. Actual usage may vary.
Bid Requirements
- Pricing
- Bids must be submitted on a per-ton basis, F.O.B. Flathead County.
- Bid price must include:
- On-site delivery within Flathead County.
- Proper placement of materials at the designated County sites.
- Use of two distributor tanks, each mounted with a computerized spray bar with a minimum 4,000-gallon capacity (or equivalent).
- All mobilization fees.
- Each invoice shall include material and shipping. No separate invoice for product and shipping will be accepted.
- No daily demurrage charges due to wait time or mobilization to other locations that day as locations vary frequently. Overnight holding demurrage is acceptable, if applicable.
- Product Specifications
- Supplier shall provide oil sample test results upon request of Flathead County.
- Bidder shall ensure proper product quality, temperature, consistency, and application.
- Tanks must be equipped with factory-mounted visual thermometers.
- Delivery Schedule
- All orders will be placed with the successful bidder by 4:00 pm the day prior to delivery.
- Orders must be delivered by 7:00 am the following morning.
- Later delivery time arrangements made by 4:00 pm the day prior may vary to minimize wait time.
- Sampling
- Bidder shall provide Flathead County with two (2) oil samples taken at the point of delivery, prior to application.
- Samples must be labeled with date, type of material, temperature, and any other information required for testing.
- Contract Term
- The term of this bid shall run from February 1, 2026, through January 31, 2027, or until the Board of County Commissioners calls for new bids.
- If asphalt is not available, or if supplied material fails to meet MDT specifications, the County reserves the right to obtain materials from another source.
- Bid Security
- Each bidder must submit bid security in the amount of three thousand dollars ($3,000.00).
- Bid security shall guarantee that, if awarded, the bidder will enter into a formal contract within ten (10) days.
- If the bidder fails to do so, Flathead County may retain the bid security and contract with another party.
- Acceptable forms of bid security include:
- Cashier’s check, certified check, bank money order, or bank draft issued by a Montana bank, or
- A bid bond executed by a surety corporation authorized to do business in Montana.
- Submission of Bids

- All sealed bids must be plainly marked:
“EMULSIFIED ASPHALT” - Bids must be received by the Clerk of the Board of County Commissioners at:
800 South Main, Room 302, Kalispell, Montana, 59901
no later than 4:00 p.m. on Monday, January 26, 2026. - Bids will be opened and read aloud at the Board of County Commissioners’ meeting the following morning.
- Award of Bid
- The award will be made solely by issuance of a Letter of Award by Flathead County Road and Bridge Department.
- The Board reserves the right to reject any or all bids and to accept the bid deemed to be in the best interest of Flathead County.
