AUTHORIZATION TO PUBLISH
REQUEST FOR QUALIFICATIONS AND PROPOSALS (RFQ/P) FOR
AN OWNER’S REPRESENTATIVE
The Flathead County Board of Commissioners is requesting proposals to engage the services of an individual or firm to act as an Owner’s Representative to manage, on behalf of Flathead County, all aspects of design, bidding, and construction, to successful completion of a new Public Safety Facility including an Adult Detention Center and Sheriff’s Office, located at 225 Snowline Lane, Kalispell, MT 59901.
In November 2025, Flathead County passed a public bond for up to $105 million dollars to fund design, construction, equipping and furnishing of the facility. Project construction is scheduled to begin in the spring of 2026, with a 30-month timeline. Flathead County intends to select an Owner’s Representative for a (3) year contract term to cover the duration of the project construction. All work will be completed in Flathead County, Montana.
